Municipal boundaries

Changes in municipal boundaries can involve the abolition of a municipality, adjustment of its boundaries, or the ceding of separate enclaves. As a rule, changes in municipal boundaries can only be implemented if they:

  • help to make services more accessible to the area's residents
  • help to improve their living conditions
  • help to improve the operating environment of the area's businesses or
  • enable the municipalities involved to function more efficiently and economically.

Changes in municipal boundaries can only be carried out if it is clear that at least one of the conditions can be met. There are also a number of other conditions laid down in the Act on Local Authority Boundaries that can be a sufficient reason for territorial changes at local level.
