Public management reforms

The Ministry of Finance formulates the general criteria on public administration development for the purposes of political decision-making. The formulation for each planning period covers measures to improve overall operating conditions not only in central but also local government activities. The purpose is to enhance financial steering in local government and to secure sustainable local government finances, to carry out structural reforms in regional and local state administration and to promote performance guidance and financial steering within the mandate of the ministries.  

The Public Management Department at the Ministry of Finance provides high-quality public administration effectively and efficiently through

  • administrative policy leadership,
  • administrative and service structure reforms,
  • advanced central government steering systems and operations,
  • interoperable IT management in public administration and widespread use of both corporate data and data security solutions, and
  • supervision of its executive bodies.

Key activities for 2008 include reforms in regional administration, relocation policy measures, streamlining citizen services, revamping the steering systems in central government, developing new corporate governance solutions and implementing the projects for centralized steering and production of IT services (ValtIT project) and local government IT management (KuntaIT project).
