OECD review on Finnish Public Governance Review was published on the 31st of May 2010

Ministry of Finance has commissioned OECD (Organisation of Economic Co-operation and Development) to do a comprehensive Public Governance Review on Finland. Ms Kiviniemi, Minister of Public Administration and Local Government, thanked the OECD for a valuable report which provides Finland with good bases for deciding what action needs to be taken. The reasoning behind asking for an OECD Public Governance Review is to get an outsider’s view on our reforms. The Finnish public management reforms of the 1980’s and 1990’s have earlier been considered to be one kind of a success story. And Finland has been able to implement quite comprehensive reforms. The reforms have been going on actively for the whole current decade and the latest Government Programme from 2007 has an exceptionally large amount of public administration reforms.   

The Ministry of Finance has published a background report on Finnish Governance Reforms in connection with the review. The idea of this background report is to give further information to the international readers on the Finnish governance and steering structures.

Restructuring in the Ministry of Finance

As of 1 December 2011, the functions and resources of the Public Management Department will be assigned to the Department for Government Personnel Management and the Department for Municipal Affairs. The Government endorsed the legislative amendment on 10 November 2011.

Public sector ICT

On 24 March 2011 the Government endorsed an amendment to the Decree on the Ministry of Finance whereby the Ministry of Finance’s role in the steering of functions related to information and communication technology was strengthened. The amendment to the Decree came into force on 1 April 2011. The new operational unit is responsible for the overall development of public administration information management, e-Government and corporate data, for information management governance in central government and for the coordination of joint development projects. Public sector ICT promotes information management cooperation between central and local government, formulates joint functional and technical solutions and methods and is in charge of overall development of information security in public administration as well as data security governance in central government.
