The State Employer's Office compiles and publishes statistics on central government personnel and its structure and conditions of employment.
Most of this statistical information is based on the data entered annually (in November) in the central government staff register. Since 2006 the statistics on employment relationships and human resources are based on Tahti - Employers’ personnel database. In this new system data is gathered monthly.
The State Employer's Office draws on this statistical information in collective bargaining at central level. It is also used for personnel policy decision-making both centrally and at agency level.
Research and statistical data is published mainly in Finnish.
In 1860, there were 4,700 central government officials in the Grand Duchy of Finland.
In 1988, there were a total of 215,000 civil servants and other central government employees in Finland.
In 2005, Finland's central government offices and agencies employed a total of 124,000 people.
