The preconditions for efficiency and service capacity of the operational units are created through management of human resources at the state level.
Primary responsibility for personnel and for good management of human resources lies with each of the Government’s operational unit. Centrally made definitions of policy and the development of human resources anticipate changes in the common operational environment and create frameworks and conditions for favourable employer operations. Ministries are responsible for the advisement of human resources management for their respective branch of administration, including among others building targets concerning personnel into the goals of the operational units. The responsibility for the long-term operational preconditions of the operational units lies with the Government. The Department for Government Personnel Management at the Ministry of Finance, i.e. The Office for the Government as Employer, is responsible for policy definitions concerning central employer functions at the state community level.
In August 2001, the Government issued a decision in principle about the Government’s personnel policy. It aims to reinforce the common working culture of the government’s operational units and to create development targets for them. The starting point is the diverse field of tasks and assignments within public administration, and how to manage these tasks in a changing environment. A pivotal change is the great attrition due to personnel demographics and the tightening competition for professional labour force in the future emanating thereof. Other changes include the financially hardening marginal conditions and information society developments.
HRM guidelines have been redefined to respond to contemporary administrative development, in particular productivity improvement measures and regionalization of activities. The Council of State made a decision-in-principle on June 23rd, 2006, on the status of the state personnel in organizational change situation.
