Leadership development

The development of managers and foremen is a central part of the general development of personnel management within public administration. It is closely linked to other areas of development, such as the development of the values and ethical modes of action in public administration, the development of work communities, personnel and rewarding systems.

The Government as employer reinforces the general management culture within public administration especially by setting common development policies and programmes for top management, however giving room for the independent management development of operational units.
