Agreement structure

The Ministry of Finance/Office for the Government as Employer represents the state employer party and therefore negotiates the national incomes policy agreement and the collective agreements at the central state level. They generally apply to the entire personnel of the on-budget entities. Collective agreements that are agency-specific or specific for a certain administrative branch are negotiated on their respective parts by agreement agencies, altogether 63. These agreements mainly concern specific questions regarding salaries and working time, and they are approved by the Ministry of Finance.
