The Strategy paper comprises the strategic objectives of the local register offices for 2012-2015 based on the
Government Programme and on variables in the operating environment. The paper applies to all local register offices and
it covers one whole government term. Its content can be revised annually if necessary.
The strategy paper serves to bring together the goals for functions of the local register offices in their respective
areas of remit and is a common understanding formulated by the ministries and the central government authorities in
charge of steering the local register offices. The purpose is to specify how the national objectives should be applied
in the local register offices for improving their operating conditions.
