SADe Services and Project Report 2009

Summary

The purpose of the report is to provide an update on the implementation of the eServices and eDemocracy project (SADe) launched by the Ministry of Finance, which is related to eServices in public administration and their development plans. The study analysed 282 web-based services in October 2009. It includes data on 42 development projects. Similar studies were made in 2006 and 2008. The frame of reference in the study comprises the following: firstly, how interactive the services are and how versatile the service channels are; secondly, the rate of networking, in other words partnerships and use of joint services in service provision; thirdly, the use and relevance of electronic channels and fourthly, how advanced the service provision is.

It can be observed that, relative to 2008, the use of joint services (e.g. identification services, lomake.fi) in the provision of services has increased. The use of e-payment in public sector services is still minimal, however, even though there are many services that require payment. The degree of interactivity and the number of channels in services has grown gradually. Features in common include for instance the verification of personal details and notifications supplied by e-mail.

The most frequently used eServices in the public sector include services offered by the labour administration, weather forecasts, route guides in metropolitan Helsinki area and university web services related to studying and media information. The web services of big cities are also used quite frequently. Electronic services designed for businesses are very comprehensive and widely used. The Social Insurance Institution and the tax administration authorities have devised new services for citizens and the use of these services is rising. Many public organizations do not actively promote their eServices on their websites. The implementation of eServices is also often fragmented and many services still require registration.
