The Basic Public Services Programme 2012-2015

Summary

The Basic Public Services Programme assesses changes in the operating environment and service de-mand in the municipalities, financial developments in local government up to 2015 including revenue (tax receipts, central government subsidies) and expenditure. Local government finances are evaluated in three ways: as a whole, as part of overall public finances and according to municipal groups. The evaluation takes into account all changes in the duties of local authorities. The Programme comprises measures to consolidate local government revenue and expenditure. It also includes national productivity targets for the municipalities, joint municipalities and other service providers.

The Basic Public Service Programme was drawn up at the Ministry of Finance in collaboration with the Ministry of Education and Culture and the Ministry Social Welfare and Health. The evaluation on local government financial developments was formulated by the Advisory Committee on Local Government Finances and Administration. The Programme was formulated in connection with the central government decision on spending limits and was endorsed by the Ministerial Working Group for the Basic Public Services Programme chaired by the Ministry of Finance, with members being the Minister of Public Administration and Local Government, the Minister of Health and Social Services, the Minister of Social Affairs and Health, the Minister of Education and Science, the Minister of Migration and European Affairs, the Minister of Justice and the Minister of Transport. The Chairman of the Council and the Director General of the Association of Finnish Local and Regional Authorities provided their expertise in formulating the Programme.
