Report by the working group on implementation of policy lines for urban regions

Summary

On 28 December 2009 the Ministry of Finance and the Ministry of the Environment appointed a working group charged with drafting legislative amendments required by the Report of the Project to Restructure Local Government and Services (VNS 9/2009) and with preparing implementation of the policy lines concerning urban regions. The working group investigated and drafted the legislative amendments required by the rapporteur procedure. Furthermore the working group explored different legislative avenues to improving the coordination of urban structure development as well as land use and transport needs. The working group additionally drew up a proposal regarding the general principles that should be followed in letters of intent signed with the regions of Tampere, Turku and Oulu as well as in other similar agreements between central government and local regions concerning land use, housing and transport.
