Report of the Working Group on the Operating Environment, Subsidy Policy and Adjustment Measures of Maritime Transport

Summary

On 21 December 2011, the Ministry of Finance established a working group on the operating environment, subsidy policy and adjustment measures of maritime transport. The working group’s term of office ended on 15 March 2012.

In accordance with its assignment, the working group has reviewed the development of the long-term operating environment of the maritime transport sector and the structure and level of subsidies for maritime transport, taking into account central government finance adjustment targets and the need to secure the sustainability of general government finances. The working group has made a preliminary survey of alternative measures for the more efficient use of central government expenditure directed at maritime transport.

The working group’s report examines, after the introduction, the long-term operating prerequisites of the shipping industry in Finland, shipping subsidies and taxation, shipping and its support from the perspective of the economy and public finances, as well as shipping support measures, business structure development measures and the strengthening of public finances.
