Personnel and Governance Policy Department / Office for the Government as Employer

The Personnel and Governance Policy Department, which also performs the role of Office for the Government as Employer, is responsible for employer and personnel policy in central government. Its job is to promote the competitiveness of central government as an employer and support government agencies in their role as employers. It acts as employer representative on behalf of central government in collective bargaining at national level and prepares matters relating to protecting the interests of the State employer in incomes policy and labour policy, and in policy decisions relating to working life.

The Department supports government agencies in their role as employers and deals with information management on employer and personnel policy in central government. The Department drafts legislation on civil servants and terms of employment in central government and, in the context of staff costs, deals with matters relating to operating and financial plans, the budget proposal and implementation of the Budget. It also contributes to the development of personnel policy within the EU.

Mr Teuvo Metsäpelto is Director General of the Personnel and Governance Policy Department.

The Department is divided into four units:

  • Collective Agreements - Ms Seija Petrow, Director
  • Personnel Policy - Mr Asko Lindqvist, Director
  • Research Services - Ms Leena Lappalainen, Director
  • Governance Policy and Public Services Unit - Ms Katju Holkeri, Director
