Financial Markets Department

The Financial Markets Department drafts financial markets legislation regulating the activities of financial services companies (including credit institutions, investment services companies, fund companies and property funds), securities and derivatives trading and the book-entry system and the activities of organizations involved in their maintenance. It is also responsible for drafting the regulatory regime governing financial markets supervision.

The Department assesses and monitors development needs in the financial markets from the perspectives of efficiency and stability, drafts the Government's fiscal policy and handles the steering of government debt management strategies. It also monitors national and international risks and structural trends with significance for the financial markets and manages the Ministry's relations with international financial institutions and organizations.

Mr Pentti Pikkarainen is Director General of the Financial Markets Department.

  • Directors Mr Ilkka Harju and Mr Heikki Solttila (interim) are responsible for departmental development.

The Department is divided into three units:

  • Regulation and Supervision Unit - Ms Tuija Taos, Director
  • Stability and Markets Unit - Mr Heikki Solttila, Director
  • Unit for International Affairs - Ms Kristina Sarjo, Director
