Budget department

The Budget Department prepares the Government's financial and economic policy, draws up the overall spending limits and prepares the budget proposal. It manages central government finances and is in charge of national financial administration. It is responsible for the overall principles of operating and financial plans and central government accounting, draws up the rules of procedure for government payments and handles matters relating to government transactions, management of cash reserves and the financial control and auditing of central government finances. The Budget Department is also responsible for central government capital asset management and the preparation of Finland's opinions on the drafting, application and monitoring of the European Union budget.

Mr Hannu Mäkinen is Director General of the Budget Department and is assisted in his work by the Deputy Director General, Mr Markus Sovala.

The Department is divided into four units:

  • Fiscal Policy Unit - Mr Markus Sovala, Deputy Director General
  • Fiscal Management Unit - Ms Helena Tarkka, Director
  • EU Unit - Mr Martti Anttinen, Director
  • Calculation Group - Ms Kaija Balk
